Charles Richard Owen was born in 1848 in Holywell, Flintshire, Wales. He trained as a physician and surgeon, and came to Rushden in about 1880.
He married Ellen, daughter of Thomas Lilley of Irthlingborough, on October 16th 1883, and a son Charles was born in 1884 and a daughter Winifred in 1886. They lived at "Highfield" 11 Park Road.
Dr Charles R Owen – was Medical Officer of Health to the RUDC until 1899.
Charles was buried in Rushden Cemetery in 1933 aged 85, and his wife in 1945 aged 95.

Charles Richard Owen - Highfield, Rushden; son of the late William Owen, of Holywell, Flintshire; born at Holywell, January 27th, 1848; educated at Holywell, and St. George's Hospital, London. Member of the Royal College of Surgeons (England); Licentiate Royal College of Physicians, Edinburgh; Licentiate in Midwifery; late Medical Officer of Health for the Rushden Urban District Council; Certifying Factory Surgeon; Medical Referee to several assurance companies; Member of the British Medical Association; Lecturer to the Rushden branch of the St. John Ambulance (Nursing Sisters). Recreations: painting, and golf. Married, October 16th, 1883, Ellen, daughter of the late Thomas Lilley, of Irthlingborough, and has issue one son, Charles James Alexander, and one daughter, Winifred.

In 1912 he took Dr R W Davies into partnership, and he became
his son-in-law, when he married his daughter, Winifred Owen.

The Marriage took place at Grimsby on Saturday last of Dr. Walter Elwood, formerly with Dr. Owen at Rushden, now on medical work with the Colours, to Miss Florence Sanders, third daughter of Mr. and Mrs. W. B. Sanders, of Hayway, Rushden.

Dr C R Owen, who, as recently announced in The Rushden Echo, has resigned from the position of Medical Inspector of Factories, attained the 80th anniversary of his birthday to-day (Friday). A private party is being held to celebrate the event. Dr Owen is still remarkably vigorous for his age. A walk of several miles is one of his favourite pastimes, and he declares that he feels as fresh at the finish as he does on starting out.
