The above prices not to apply to youths on graduated wage scales.
It is hoped that all manufacturers will endeavour to give youths attaining the age of 19 some proper training and the' opportunity of cutting some outsides.
Extras.
1. All patterns with extra cuts and curves over and above the standard patterns to be paid for at the rate of Id. per doz. per cut or curve. One beading cut in legs and quarters to be allowed, all others to be paid for.

Clicking by Press.
2. Work cut on clicking presses to be paid for at the rate of 33 1 /3rd per cent, less than the standard price for each particular pattern.

Extras for extra cuts on normal patterns do not apply to work cut on the press.  (22/1/35).

Small Quantities.

For quantities of three pairs and under and for samples and other odd pairs.

1. Where patterns and materials are not found for the operatives :
100 per cent, on statement prices.

2. Where patterns and materials are found for the operative:
65 per cent, on statement prices for a single pair,
50 per cent, on statement prices for two or three pairs.
For quantities of over 3 pairs and not exceeding 12 pairs, 10 per cent.
Where two tickets of not less than 12 pairs each are given out to be cut from the same material to count as one lot.  Patterns and leather for both tickets must be handed to the clicker, otherwise the extra to apply.
"If one or both tickets carries 8 or more sizes or half sizes the 10 per cent, extra shall apply as set out in Clause 4." (4/5/32)

3. For quantities not exceeding 12 pairs with 8 or more sizes or half sizes, 20 per cent, extra.

4. For quantities exceeding 12 pairs, and not exceeding 24 pairs, with 8 or more sizes or half sizes, 10 per cent, extra.

Plain Toe Work.

1. First Class. All plain toe work to be paid for at the combined price of the goloshes or vamps and caps.

2. Second, third and fourth Classes. All plain toe golosh work to be paid at the combined price of goloshes and caps.

3. Plain toe vamps to be paid at the rate of 2d. per doz. extra and above the various vamp prices. Caps not to be charged.

Matching Colours.

1. Coloured leathers cut to shade, 10 per cent.

2. Coloured leathers cut to shade and kept in pairs, 15 per cent.

3. Coloured leathers cut to shade in pairs and each piece marked, 20 per cent. (Clause 3 to apply to Tan Glace).

4. Tongues cut from pieces where colours have to be matched, 10 per cent.
Note.—Any coloured leathers, other than black, requiring extra care on account of colour, to be considered colours requiring matching.

Extra On Patterns.

1. For paper patterns for samples and specials up to 3 pairs, 50 per cent.

2. For paper patterns for over three pairs, 100 per cent.

Shoe quarters when cut by separate inside and outside patterns Id. per doz. pairs extra.

3. Unbound cardboard or pattern board patterns up to and including  12 pairs, 25 per cent, extra. Over 12 pairs, 50 per cent, extra.

Alteration of Patterns.

Patterns with paper additions and allowing on for beading to be paid according to the extra time required. (For interpretation, see conditions).
Where patterns with studs for indenting or marking the leather are used by the clicker, 1½d. per dozen pairs extra to be paid. The clicker to be responsible for the studs marking or indenting leather correctly for the closing room, excepting on some grain leathers where the indenting does not show and they would have to be pricked in the ordinary way.

Tying-Up Work.

When work is tied up for giving out to Closers, per dozen extra to be paid. This does not apply to work tied up with string for safety in moving.

Special Conditions Applicable To Clicking Statement.

1.    The prices fixed in the statement are for Fair Materials. Where any leather is in dispute, two representatives of the Board, one from each side, shall investigate the complaint and assess the degree of unfairness.

2.    Time  employed in sorting leather, or on operations not provided for in the statement, or where clickers are called upon to cut work in patterns for which a price has not been fixed by the Board, they shall be paid at a Day Work Rate based upon their average earnings during the preceding month.

3.    It is understood that Manufacturers shall provide an adequate supply of patterns and that both material and patterns shall be ready for the clicker when he has finished his previous order so that waiting between orders is avoided. If not, waiting time is to be paid for at the average wage.

The following percentage reductions shall apply to FITTINGS and LININGS cut by Youths.

AWARD.
With reference to prices for CLICKING on FOOTBALL BOOTS submitted to us by the RUSHDEN & DISTRICT ARBITRATION BOARD for the BOOT TRADE, in which we were requested to act as ARBITRATORS.

We decide that the prices shall be as follows.

MATERIALS. All Side Leathers, Splits, Kip Butts, Grain Shoulders, etc., for the LEG TO CAP boot complete as standard patterns submitted.

Clicking Pieceworkers' Statement

CLAUSE D as revised by the Board on Nov. 11th, 1935.

"Where leather is given out to operatives without tickets and without instructions as to sizes or qualities and a quantity of not less than 500 feet at a time a, 10 per cent, deduction shall be permitted ; conditionally on the leather being cut up on the exhaustive principle and a balance of component parts not asked for.

This clause shall apply only to leathers of the 3rd and 4th class, not including Kip Butts."

N.B.—The 'exhaustive principle' means that the leather must be cut right up into what it is fit for while on the clickers' board including tongues and strips and such fittings as the leather throws.

It must be understood that this method cannot be adopted when cutting 'Orders.'

GENERAL CONDITIONS - to apply to all Piece-work Statements.

1.

The prices agreed upon in all piece-work statements are fixed upon the basis that pieceworkers are not kept unreasonably waiting for work through the fault of the employer, or in consequence of an insufficiency of work coming through; in such cases the operatives shall have the right to claim the minimum rate of wage for the operation for all time kept waiting over two hours per week. The employer may, however, by way of keeping operatives fully employed request the operatives to perform work of other adult operations he is adapted to, and where piece-work prices are fixed for such operations, such price shall be paid, otherwise they shall be paid at a Day Work rate based upon their average earnings.

2.

It is understood that the work shall be given to the operative in an orderly and straightforward manner and shall be passed in a like condition ready for the next operation.

3.

Piece-workers must present themselves for employment at factory hours, and if required work full time as worked by day workers (illness or unavoidable cause satisfactory to the employer excepted). No operative on piece-work is to be permitted to leave work during working hours without the permission of the head of department. When timing clocks are provided piece-workers shall time in same as day workers, and in every case where permission is given to cease work earlier than regular time, piece-workers shall clock out. 

4.

All piece-work statements are based upon operatives being responsible for the proper attention and the cleansing of machines as in day work conditions; and where piece­work operatives work at a board or bench, the proper attention or cleansing of such, and for this purpose the Board decides that a minimum of 15 minutes shall be devoted by all operatives, day or piece-workers, to the proper cleansing of machines, boards or benches, on ceasing work at the week­end. As a safe-guard against injury to operatives, all shafting must be stopped 15 minutes before the time for leaving off at the week-end, which will be the commencing time for cleaning up.

5.

All shop or district statements for operations not provided for in the prices contained in these statements must be reported to the Arbitration Board.

6.

A week's notice must be given on either side to terminate the employment in the case of both day workers and piece­workers, such notice to be given on the day upon which the wages are paid.
