The Rushden And District Minor Football League Rules
1. Constitution: This combination of clubs shall be called "The Rushden and. District Minor Football League" and shall consist of Minor clubs within a radius of 8 miles from Rushden. All clubs forming the League must be affiliated to the Northants Football Association.
2. Registration: All players must sign registration forms, to be registered before a match. Clubs obtaining players signatures just before time of kick off of any match must have form signed by the referee. No player shall sign for more than one club. Any club playing an ineligible player shall have two points deducted from its score for each match the ineligible player plays in and shall be fined 1/- for each such player. No player is allowed to sign on for a club after March 16th. All players eligible to compete MUST be under 18 years of age on the last Saturday of August of any season. The charge for registration forms shall be 1/3 per book of 30 forms.
3. Subscriptions: The Annual subscriptions to the League shall be 3/- for each competing team. The Subscription shall be paid before December 1st 1938 and Sept. 30th each subsequent year. A deposit of 5/- each team, returnable at the end of the season, on condition that all fixtures have been fulfilled and all claims met. Application for admission from new clubs to be accompanied by the deposit of 5/-.
4. Rules: Each club shall be supplied with_______copies of the RULES of the League for ______and the Clubs shall be responsible for the payment of same.
5. Annual Meeting: The Annual Meeting shall be held during July each year. Each Club shall send at least one representative or be fined 1/-.
6. Management: This Association shall be governed by a General Committee, which shall consist of the President, President, Vice-Presidents, Chairman, Hon. Secretary & Treasurer and one Representative from each Club. Each club must have a Representative in attendance at all General Committee Meetings. Any Club failing to send, a Representative to any League Meeting shall be fined 1/- for each offence, irrespective of any excuse that may be offered. League Meetings will be held on the 4th Wed. of each month, at 7-30pm prompt, at___________________________________Rushden.
7. Emergency and Vigilance Committee: The Committee shall consist of one Representative from each Club, the Chairman of the General Committee and the Hon. Secty. They are appointed to transact any important and urgent business and shall be empowered to visit any match or meeting and report if necessary.
8. Players of the League: The League shall have first claim on any player or players selected to take part in any match arranged by the League. Each club in the League shall play Home and Away Matches.
9. Matches: Only County Cups Competitions shall have precedence of League Matches. All Matches shall be played under the Laws of the F.A. and shall be of 90 minutes duration unless ordered differently by the Referee (See Rule 21). All protests re ground must be lodged with the Referee before the match. If any Match is not played or abandoned owing to climatic conditions, late arrival, or any other cause (The offending club in the case of late arrival etc shall be fined 1/-) the match shall be played on a date to be mutually arranged, and such date forwarded to the League Secretary before any such pre-arranged match is played, or defaulting clubs shall be fined 1/-. All cancelled or postponed matches must be re-arranged at or before next League Meeting. Any club breaking a fixture shall be fined two shillings for each offence. No League Matches to be played by any club on Xmas Day or Good Friday. Clubs guilty of Minor Infringements in matches such as late arrival, playing of short teams, unsatisfactory marking of ground shall be fined a sum not exceeding 2/-.
10. Championships: For the purpose of deciding the Championship, two points shall be allowed for a win and one for a draw. The Club gaining the highest number of points at one end of the Season shall be Champions and hold any trophy that may be awarded until the following March 31st. In the event of two or more clubs finishing with even number of points a deciding match or matches shall be played on Neutral Ground or grounds, the gate money of same to go to the funds of the League. No player shall be allowed to take part in a deciding match unless he has played for the same club in the League four times previously.
11. Awards: The Champion Club shall be awarded the Cup and twelve League medals. When the winning team shall be ascertained the cup shall be handed over to the Representatives of such winning club, on their subscribing a document to following effect. We, A.B., C.D., E.F., & G.H., members of and representing the said club, Secretary of the ________ Club and which has now been declared to have won the Rushden and District Minor League, and the same having been delivered to us by Y.Z., Secretary, do hereby on behalf of the said Club and individually and collectively engage to return the same to the said Y.Z., or Secretary for the time being, on or before the 31st day of March next, in good order and condition and in accordance with the conditions of the annexed rules to which we have subscribed our respective names, and provided the said Trophy is destroyed by fire or any other accident or lost while in our possession, or whilst being returned by the said secretary, we agree to refund the amount of the original value. The Trophy shall never became the property of any club, and in the event of the dissolution of this League, shall be handed over to the Northants Football Association.
12. Protests & Fines: Any infringement of the League Rules shall be dealt with in such a manner as the committee may think fit, Any club lodging an objection or protest shall first deposit the sum of 5/-, with the secretary of the League, which shall be forfeited in the event of the complaint not being sustained or deemed frivolous. ALL protests or objections must be lodged with the League Secretary in writing within seven days. Clubs fined for any offence must pay their fines on or before the date of the next League meeting or pay an fine of 1/- per month.
13. Referees: The strictest attention of all secretaries is drawn to following:- The expenses of the Referee shall be paid on the day of the match by the Home Club, 2/- plus third class rail or bus fare actually paid. Any club failing to notify the appointed Referee, time of kick off and other information three days previous to the match, shall be fined 1/-. All referee appointments shall be made conjointly with the Kettering & District, Rushden and District, and Wellingboro and District S.S. & B.C. Amateur Leagues. This League to have two representatives vested with full powers, on such Select Committee. All cases of default by referees re appointments shall be dealt with at the discretion of the joint selection committee. Referees selected shall be those on the official list of the Northants F.A., which is published in the Handbook of the said Association. Any claim by a Referee against a club must be sent to the League Secretary Clubs desiring to retire from membership at the end of the season must intimate to the League Secretary in writing such desire, on or before the Annual Meeting.
14. Retiring Clubs: All clubs must register their colours with the League Secretary. In the event of two teams playing in similar colours, the home team shall make a change.
15. Dressing Room & Colours: No dressing room or Head-Quarters to be held on Licensed Premises except with the expressed permission of the Committee.
16. Results: The League result sheet must be forwarded to the League Secretary by the Secretary of each club to arrive within three days of match played. Club secretary must include on the sheet the names of all players, scorers and result of match. Clubs not complying with this rule shall be automatically fined 1/- for each offence. The charge for result forms shall be 9d per book of 24 forms.
17. Appeals: The decision of the Appeals' Committee shall final and binding on both sides.
18. Power of the League: Any Ouestion or matter of dispute arising between the LEAGUE and any CLUB or player, whether provided for in the Rules or not, shall be decided by the Committee.
19. Notice to Clubs: Clubs are responsible to the LEAGUE for the action of their players, officials and spectators, and are further to take all precautions necessary to prevent spectators threatening or assaulting officials or players during or at the conclusion of matches.
20. Permission to approach players: Any official, player or member of any Club approaching or causing to be approached during the playing season, a registered player of another club without the consent of the club for which such player is registered, shall be deemed guilty of misconduct, and shall be dealt with as the committee shall decide. Before signing a player it shall be the duty of the club representative to ascertain whether such player is already registered with the League Secretary. Any club signing a player from another club shall pay a fee of 6d to the League for every player so transferred.
21. Short Time and Games Played must be league Matches: If at anytime through unforeseen circumstances, in the opinion of the Referee, the match, cannot be played full he shall have the power to order short time to be played.
The minimum time to be played shall be Seventy minutes-i.e. Thirty five minutes each way. All games played shall be considered League games.
22. Times for Kick Off: The times for kick-off for the season will be:

September and October 3 p.m.

Nov. Dec. and January 2-30 p.m.

February 2-45 p.m.

March and April 3 p.m.
