The Urban District Council of Rushden
An Order made by the Local Government Board on the 25th March, 1891, provided that the Parish of Rushden, then forming part of the Rural Sanitary District of the Wellingborough Union, should become a separate Local Government District, for which a Local Board of nine members should be elected. The first meeting of the Local Board was held at the Vestry Hall, Rushden, on the 15th May, 1891, and the name of "The Local Board of Health of the District of Rushden" was adopted. Thus was established the first body corporate responsible for the local government of Rushden as a separate administrative unit.
The Local Government Act, 1894, provided that Local Boards should be re-named "Urban District Councils" and the Rushden Urban District Council accordingly superseded the Local Board of Health, the first meeting of the Urban District Council being held on the 3rd January, 1895. Concurrently, an Order was made by the County Council increasing the number of members from nine to twelve.
By an Order made by the County Council, the district was divided into three wards and the number of Councillors increased from twelve to eighteen, with effect from the elections held in 1925.
By a further Order made by the County Council on the 1st June, 1951, the number of wards was increased to four and the number of Councillors to twenty (five for each ward) with effect from the elections in 1952.
By the East Midland Counties Order 1965 a small area at Bedford Road (formerly in the Parish of Wymingtpn) was transferred to form part of the Urban District.

Committees of the Council
Powers and Duties
The primary powers and duties of each Committee are to enquire and report to the Council, but each Committee may give such orders for and in the name of the Council as shall be reasonably necessary and proper for the due and expeditious conduct and execution of the particular business, or class of business, or matter confided to it, but no Committee has power to raise any loan or make any rate or Contract.
Committees may appoint Sub-Committees of their members for facilitating the transaction of business and may delegate powers to such Sub-Committees.
All communications, etc., are submitted to the appropriate Committee in the first instance, unless in the opinion of the Chairman it is urgent and necessary to submit them directly to the Council.
No Committee may sit in public or communicate any portion of their proceedings to the press or to the public, unless the Council so direct. A member of a Committee shall not disclose any information as to any matter considered by the Committee, unless the Council or Committee otherwise determine, until after the Committee have reported thereon to the Council or the matter shall have been communicated to the press by the Council or the Committee.
Constitution
The Chairman of the Council is, ex-officio, a member of all Committees and Sub-Committees.
Chairmen of Committees are members, ex-officio, of all Sub-Committees appointed by the Committees of which they are Chairmen.
