“On the day of inspection was in charge of a Assistant Teacher (Article 50 of the Code) who is apparently working well, as the children have made most creditable progress since the last visit. Several changes have taken place in the school staff during the year, and there is an apparent difficulty in securing the services of a duly qualified teacher. The room should be swept and the fires lit earlier in the morning.”
My Lords have directed the grant to be paid only for the period during which the school was under a certified teacher. I am to enquire whether it is the intention of the Board to close the school, and to point out that, as it is no longer conducted as a Public Elementary School(Articles 4 and 82 of the Code) it must now be removed from the list of schools receiving Annual Grant and Fee Grant. “The children write creditably in the first and second classes and are quick in number, but are weak in Reading and there is room for improvement here in the method. The teacher is very kindly in manner but the children require to be under firmer control. Backs should be fitted to the seats. The platform end of the room is untidy with chairs piled up, and the numbers have so increased that the space is required for teaching purposes. A cloakroom should be provided for the hats and cloaks which at present are hung up in the room. The playground requires a coating of gravel. The urinal drain is stopped up.
H M Inspector’s recommendations as to the premises should be carried out, (Article 85 (a) of the Code).
The Certificate of Miss Newell will be issued after the 1st February 1899 upon the application of the Board if she continues in this school till that date.”

“The children are treated with great kindness and on the whole, have made fairly good progress during the year. The room is not very convenient for its purpose and the recommendations of HM Inspector in last year’s report should receive immediate attention. The teacher is thoroughly in earnest, but the active co-operation of the scholars is not always in evidence.”
