Park Avenue was first laid out in 1931, and local builders were buying plots and building one or two houses at a time, progressing to perhaps 6 or 8 at a time as funds would allow. Other plots were purchased by individuals who then either proceeded to build their own house, or instructed a builder to build to their design. [See Council Plans]
