Rushden Urban District Council

At a meeting of this Council on Wednesday night there were present Messrs. G. Denton (chairman), J. Spencer (vice-chairman), Fred Knight, J. Claridge, G. Miller, C. Bates, W. H. Wilkins, W. Bazeley, J. S. Clipson, T. Swindall, and G. H. Skinner, with the Clerk (Mr. G. S. Mason) and the Surveyor (Mr. Madin).

Waterworks Committee

A meeting of the Waterworks Committee was held on Wednesday, 21st August, 1901. Present – Messrs. G. Denton (chairman), J. Spencer (vice-chairman), C. Bates, Wm. Bazeley, J. Claridge, J. S. Clipson, G. Miller, T. Swindall, W. H. Wilkins, and Fred Knight.

Wymington. – The surveyor reported that the trenching in connection with the extension of the water supply on Lady Wantage’s land in the parish of Wymington had now been carried on as far as No. 3 trial hole and that the operations had dried up the spring by the gate and the water in the other trial holes some distance away. He therefore considered it useless to proceed any further in the direction of No. 4 as the quantity of water did not appear to increase, and suggested that a trench be cut parallel with the hedge to join the trial holes Nos. 1 and 2.

Sharnbrook. – The Surveyor reported that he was making arrangements for a seven days’ continuous pumping out at No. 3 well, and hoped to commence operations on Monday next.

The report was agreed to.

Plans, &c., Committee

A meeting of the Plans, Highways, and Lighting Committee was held on Wednesday, August 28th, 1901. Present:- Messrs. Geo. Denton (chairman), J. Spencer (vice-chairman), W. H. Wilkins, W. Bazeley, J. S. Clipson, Geo. Miller and F. Knight.

Plans

Plans were presented by:-

Mr. S. Pack for two houses in Robinson-road and passed.

Mr. E. Coleman for house and shop in High-street and referred back for various amendments.

Mr. T. Swindall for four houses in Washbrook-road and passed subject to ventilation being provided to drains.

Mr. G. L. Shelton for three houses in Pratt-road and passed subject to bay windows not projecting in front of adjoining bay windows.

Mr. Hester for shed on the Rushden Court Estate and referred back for amendment.

Co-operative Wholesale Society. – The Surveyor reported that he had duly received the amended plan of the factory as completed, which was in order and quite satisfactory.

High-street. – Mr. W. Desborough’s Frontage. – A letter was received from Mr. F. E. Preston asking the committee to define a building line for the new shops proposed to be erected by Mr. Desborough.

It was decided to meet on the site to-morrow morning (Aug. 29)

Alfred-street. – Mr. Perkins’s Property. – A letter was also received from Mr. Perkins with regard to the fence in front of his houses near the Board Schools, asking if the Council would be prepared to make him some compensation if he brought the fence in a line with the adjoining cottages which would add about a foot to the width of the footpath. It was decided to inspect this site also to-morrow morning.

Wheatsheaf Inn. – The Surveyor reported that he had inquired into the cause of the flooding complained of by Mr. Evans and found that it arose from surface water flowing from waste building land at the rear of Mr. Evans’s yard in times of heavy rain. A drain had some time since been provided for the public path. Under these circumstances the committee considered that no duty devolved on the Council with regard to the matter of complaint.

Higham-road. – A letter was received from Mr. Tailby asking the Council to remove the bank of earth in front of his new houses on the Higham-road so that he might complete his fence. The bank referred to is part of the land which, under an agreement made some years since by the County Council with Mr. Fitzwilliam, was to be thrown into the main road on the estate being developed. The Surveyor was instructed to remove the bank immediately in front of Mr. Tailby’s house and charge the cost to the Main Roads Account, the Clerk to inform the County Council that this was being done and ask for instruction as to the remaining portion of the land also consisting of a bank which would require removal when thrown into the road.

A letter was also received from Mr. Thompson, of Higham Ferrers, with regard to the rail fence on his orchard wall at the south end of Higham Ferrers, requesting that an upright paled fence might be substituted. The Surveyor was instructed to inform Mr. Thompson that the Council were unable to comply with his request.

Spencer-road. – The owners having applied to the Surveyor for an estimate of the cost of completing this road the Clerk was instructed to inform them that such an estimate would be prepared and submitted if it were definitely understood that the work is to proceed at once. The estimate would in accordance with the agreement include five years’ maintenance.

Fire Station. – It was resolved to recommend the Council to advertise for tenders for the erection of the fire station.

Fire Report. – The report of the Hon. Secretary to the Fire Brigade on the fire which occurred on 19th July was read. It appeared that the brigade were called at 1.35 and got to work with great promptitude. The brigade were quick to see that the saving of Messrs. Cave’s factory was an impossible task and their attention was therefore entirely devoted to the saving of adjoining property with most satisfactory results.

The Wellingborough, Higham Ferrers, and Irthlingborough Brigades also rendered great assistance.

The report speaks in the highest terms of the efficient work rendered by these brigades and concludes by drawing attention to the excellent manner in which the work devolving upon the police was performed by them.

An appendix at the end of the report gives details of the properties destroyed and damaged.

The Committee again met on Thursday morning as arranged and, with regard to the building line for Mr. Desborough, instructed the Surveyor to survey and prepare a plan showing the various frontages from Lion Terrace to Mr. Denton’s factory. The committee also approached the trustees of the Succoth Chapel with a view to arranging terms whereby their property might be made to conform to the general line of frontage when finally determined upon.

The Committee also visited Alfred Street, and found that Mr. Perkins had already erected his new fence 12 inches back from its original line. It was agreed to recommend the Council to pay Mr. Perkins £2 as compensation for the land given up to the path.

The report was adopted.

Finance, &c., Committee

A meeting of the Finance, Cemetery, and Sanitary Committee was held on Wednesday, September 4th, 1901. Present – Messrs. Geo. Denton (chairman), J. Spencer (vice-chairman), T. Swindall, J. Claridge, G. H. Skinner and Chas. Bates.

Cash Accounts. – The Committee examined the Surveyor’s cash account with the wages books, the expenditure shown therein being as follows:-

Cemetery Registrar’s Account. – The Cemetery Registrar’s account was also submitted, the total receipts for the last five months amounting to £39 2s. 0d., which had been paid to the treasurer.

Treasurer’s Receipts. – The Treasurer’s General Account was examined, from which it appeared that the sum of £39 2s. 0d. had been paid to him by the cemetery registrar on the cemetery fees account.

Treasurer’s Balances. – The Treasurer’s Accounts were examined and the committee found that the following balances were in his hands on the under-mentioned accounts:-

The Committee also found that the sum of £157  16s.  7d. was due to the Treasurer on the General Account.

Tradesmen’s Accounts. – A number of accounts were examined and passed for payment.

Sanitary Reports. – The Medical Officer reported that two cases of infectious disease had been notified since the last meeting, both of scarlet fever, one in Victoria-road and one in Oswald-street. The Inspector informed the committee that all necessary precautions were being taken and that the typhoid fever case reported at the last meeting was progressing satisfactorily.

Small Pox Hospital. – The Committee had under consideration the desirability of making fresh arrangements with regard to a caretaker and recommend the Council to give notice to the present caretaker to terminate his engagement on the 31st October.

Cemetery. – The Vice-chairman, with Messrs. J. Claridge and Chas. Bates, were appointed a Cemetery Sub-committee, and various small matters on which the caretaker desired instructions were referred to them.

Mr. H. H. Partridge. – An application from Mr. H. H. Partridge for permission to stand on the Green with his skittle board on Saturday evenings was received. The Committee did not consider it advisable to depart from the previous decision of the Committee on the subject and were therefore unable to accede to the application.

Town Depot and Fire Station. – The Clerk was instructed to negotiate loans for these works.

Surveyor’s Clerk. – A number of applications for this appointment were considered and two of the applicants selected to appear before the Committee on Wednesday afternoon next.

The report was adopted.

Lighting Committee

A meeting of the Lighting Committee was held on Wednesday the 4th September.  Present:- Messrs. G. Denton (chairman), J. Spencer (vice-chairman), W. H. Wilkins, G. Miller, W. Bazeley, and J. S. Clipson.

It was resolved to recommend to the Council that additional lamps be fixed as follows:-

Church-street:- Between Alfred-street and Wellingborough-road.

Wellingborough-road:- On Cottage near old Gas Works.


Station-road :- At the West corner of Station-road
Moor-road

Dayton-street:- At the junction of this street with Wellingborough-road.

Pemberton-street:- Midway between Wellingborough-road and Moor-road.

Irchester-road:- At the corner of Irchester-road and Gordon-street.

Glassbrook-road:- Near the Cottages at the west end of the street.

Oakley-road:- At the bend near Washbrook-road.

Washbrook-road:- On the west side midway between Midland-road and Fletcher-road.

Spencer-road:- On the South side opposite the end of Mr. Bates’s house.

Higham-road:- On the west side between Mr. Knight’s and Mr. Patenall’s houses.

High-street:- At the corner of High-street and College-street in place of bracket lamp that was fixed on Mr. Chapman’s shop.

It was also resolved to recommend the Council to remove the lamp nearly opposite Mr. Ladd’s cottages in Moor-road and place it midway between Wentworth-road and Station-road.

The report was adopted, with the exception of the first and second paragraphs, this item being referred back to the committee.

Sewage Farm Sub-Committee

The Sewage Farm Sub-Committee met at the farm on the 6th Sept. 1901. Present :- Messrs. G. H. Skinner, T. Swindall, and Wm. Bazeley.

It was decided to accept an offer of £3/5/0 from Mr. H. Chettle for cauliflowers.

The Committee report that the work of laying out the additional land for sewage disposal purposes is now practically completed.

The report was adopted.

Income Tax

The Chairman said that the Clerk had had quite a long and complicated correspondence with the Revenue authorities relative to the income tax to be paid by the Council, and the Council would in future be saved the payment of a considerable sum. The Finance Committee were not altogether satisfied that they were liable to pay the amended charge, but, rather than face litigation with the authorities, they recommended that it be paid.

The Clerk said he believed that the Revenue authorities would refund the overcharges made on the Council for the last three years.

The Chairman said the Council had really been paying for profits they never made. The London County Council had, however, taken a similar case to the Courts and it had been decided that they were not liable.

Street Lighting

Mr. Swindall raised the question of keeping the street lamps in High-street alight all night.

The Chairman said it would not be in order to discuss the matter that night, but the question would be considered at the next meeting of the Lighting Committee.

Game Licence

Mr. G. Willmott, of High-street, applied for a renewal of his game licence, and the application was granted.

Fresh Prospecting For Water

The Chairman reported that at his invitation the Water Sub-committee had had an interview with Mr. John Spencer, of Irthlingborough, with regard to trying for water in his meadow at Irthlingborough. At that interview Mr. Spencer expressed himself quite prepared to allow the Council to sink holes in his meadow provided that any damage was made good. The sub-committee fully appreciated Mr. Spencer’s action, but decided not to do anything until the Sharnbrook trials were completed.

The Surveyor’s Clerk

The Chairman reported that for the post of surveyor’s clerk, to be vacated by Mr. Pratt on his leaving for Higham Ferrers, there were 21 applications. Two of the applicants had been interviewed by the Finance Committee, who recommended the Council to appoint Mr. Harris, of Burslem. He moved that the recommendation be adopted.

Mr. J. Spencer seconded the motion, which was carried.

The Green

Mr. Claridge called attention to the bare condition of that part of the Green usually occupied by the stalls.
The Highways Committee will consider the matter at their next meeting.


The Rushden Echo, 25th September 1901

At a meeting of this Council on Wednesday night there were present:- Messrs. J. Spencer, vice-chairman (in the chair), Fred Knight, J. Claridge, W. Bazeley, C. Bates, T. Swindall, G. H. Skinner, J. S. Clipson, W. H. Wilkins, and G. Miller, with the Clerk (Mr. G. S. Mason) and the Surveyor (Mr. Madin).

Lighting Committee

A meeting of the Lighting Committee was held on Wednesday the 14th September. Present:- Messrs. G. Denton (chairman), J. Spencer (vice-chairman), W. H. Wilkins, G. Miller, W. Bazeley, and J. Claridge.

It was resolved to recommend to the Council that additional lamps be fixed as follows:-

Park-road – at the corner of Griffith-street.

Crabb-street – on the corner of No. 5 Crabb-street.

Harborough-road –at the top end.

York-road – in the centre.

Cromwell-road – at the corner of Robinson-road.

Upper Queen-street – near Mr. Wooding’s houses.

Newton-road – at the corner of Robinson-road.

Portland-road – one near the Co-operative Society’s factory and one at the top end of the lower portion.

It was also resolved to recommend the Council to move the lamp in Newton-road near the corner of Rectory-road, so as to improve the lighting in Rectory-road.

The report was adopted.

Waterworks Committee

A meeting of the Waterworks Committee was held at the Vestry Hall, on Wednesday, 18th September, 1901. Present – Messrs. G. Denton (chairman), J. Spencer (vice-chairman), C. Bates, Wm. Bazeley, J. Claridge, J. S. Clipson, G. Miller, G. H. Skinner, T. Swindall, Fred Knight, and W. H. Wilkins.

Wymington. – A letter was received from Mr. Goosey’s agents, declining to make any modification of the terms previously offered by them, for a continuance of the present arrangements for three years. The Clerk was instructed to see Messrs. Goosey’s solicitors.

The Surveyor reported the result of his further operations on Lady Wantage’s land, which were very satisfactory, an additional supply of about 45,000 gallons a day being at present available.

Sharnbrook. – The Surveyor also reported that he had seen Mr. Whitworth as to sinking another trial well near No. 2 hole, and making a trial pumping there from, to which Mr. Whitworth had agreed, subject to the Council undertaking to make good the ground at the close of their operations and to pay him £5 compensation. The Clerk informed the Committee that after consulting with the Chairman he had on behalf of the Council given Mr. Whitworth the undertaking required. The Committee approved of this and expressed satisfaction with Mr. Whitworth’s terms.

The Surveyor reported that the work was proceeding and that he was using the pump from No. 2 well at Wymington.

Wymington No. 2 Pumping Station. – It was resolved to have the portable engine at this station repaired during the absence of the pump. Mr. Stafford, of Higham Ferrers, had inspected it and reported that a new fire box was required. It was agreed that Mr. Stafford should carry out the necessary work.

Supply to Cottages. – An application was received from Mr. R. Hooper for a number of his cottages in Westbourne Grove to be supplied by meter. The Committee were unable to agree to this.

The report was adopted.

Plans &c., Committee

A meeting of the Plans, Highways, and Lighting Committee was held on Wednesday, September 18th, 1901. Present:- Messrs. Geo. Denton (chairman), J. Spencer (vice-chairman), Mr. W. H. Wilkins, Geo. Miller, J. S. Clipson, and F. Knight.

Plans

Plans were presented by:-

Mr. Edward Coleman for house and shop in High-street and passed.

Mr. Mayo for a joiner’s shop in Sartoris-road adjoining his dwelling-house and referred back.

Mr. Hester for shed on the Rushden Court Estate and passed.

High Street

The proposed new frontage line at the site of the late fire was considered. The Chairman reported that the trustees of the Succoth Chapel, whilst not prepared to entertain a sale of part of their property, would favourably consider any scheme for improving the general line of buildings

The Surveyor was instructed to prepare and submit further details particularly with regard to an improved gradient for the road and entrance to the chapel.

Public Lighting

It was resolved to order 20 new lamp columns from John Noble, of Wellingborough, at £1 10s each.

The Surveyor was also instructed to obtain a quotation for a combined lamp post and hydrant (Jones patent) and if price considered satisfactory order a specimen.

It was also resolved to place an order with the Gas Company for 20 new lamps (Sugg’s Patent Clapham Lantern) fitted complete with incandescent burners similar to the lamp fitted at the entrance to the Vestry Hall at £2 3s each.

With regard to the question of all night lighting of the street lamps, it was not considered desirable to recommend this to the Council at present.

The Green

The Surveyor was instructed to prepare an estimate for asphalting the front portion of the Green.

The report was adopted.

Sanitary Reports. – From the Medical Officer’s Diary produced it appeared that one case of scarlet fever in Pemberton-street had been notified since the last report.

The Medical Officer also reported that he had visited and inspected four factories, all of which he found in satisfactory order.

The Inspector reported that two other cases of scarlet fever had been notified since the doctor had sent in his diary, one in Brookfield-road and the other in North-street, which would be investigated and reported upon at the next meeting.

Circulars form the Local Government Board. – Circular letters from the Local Government Board calling attention to the Isolation Hospitals Act 1901 and the statement of Professor Koch with regard to tuberculosis were received and copies ordered to be supplied to all members of the Council.

Small Pox Hospital. – It was resolved to recommend the Council to advertise for a Caretaker.

Footpath off College-st. into Alfred-st. and John-st. – It was resolved to recommend the Council to take steps under the Private Street Works Act for the putting of this footpath in a proper state of repair.

The report was adopted, with the exception of the last paragraph, which was referred to the Highways Committee.

The tender of Mr. Bayes was accepted. The Surveyor’s estimate was roughly about £1635.

Petroleum Licence

The Lightstrung Cycle Co. applied for a petroleum licence in connection with the sale of petroleum for motors.

The Council granted a provisional licence for three months.
