A meeting of the Council was held on Wednesday night, when there were present – Messrs. G. Denton (chairman), Spencer (vice-chairman), Wilkins, F. Knight, Claridge, Bates, Miller, Bazeley, Clipson, Skinner, Swindall, Mason (clerk), and Madin (surveyor).

Waterworks Committee

A meeting of the Waterworks Committee was held at the Vestry Hall, on Wednesday, 23rd October, 1901. Present – Messrs. G. Denton (chairman), J. Spencer (vice-chairman), Wm. Bazeley, J. S. Clipson, Chas. Bates, G. Miller, Fred Knight, G. H. Skinner, T. Swindall, and W. H. Wilkins.

Water Bill

Correspondence between the Clerk, Engineer, and Parliamentary Agents as to various matters in connection with the proposed Bill was read.

Engine at No. 2 Well At Wymington

The Surveyor reported that this engine, which was being repaired at Mr. Stafford’s, had been inspected and reported upon by an Inspector from the National Boiler Insurance Company who recommended various further repairs. It was agreed that the repairs recommended should be carried out.

Wymington

The Surveyor informed the Committee that the operations in Mr. Eady’s fields had dried up his existing watering places for cattle and that he required to be supplied from the water taken by the Council in accordance with agreement. The Surveyor was instructed to give Mr. Eady the supply required.

The report was adopted.

Plans, &c., Committee

A meeting of the Plans, Highways, and Lighting Committee was held on Wednesday, October 30th 1901. Present:- Messrs. Geo. Denton (chairman), J. Spencer (vice-chairman), W. Bazeley, J. S. Clipson, Geo. Miller, F. Knight, and W. H. Wilkins.

Plans

Plans were presented by:-

Mr. Amos Wright for two villa residences on the Wellingborough-road and passed.

Mr. F. Corby for extensions to his factory in John-street and passed, subject to the outer door being made to open outwards and the drainage arrangements modified to the Surveyor’s satisfaction.

Town Depot

The Surveyor was authorized to instruct Mr. T. Willmott, the contractor for the depot, to continue the wall on the east side of the yard at the scheduled price in his contract.

Harborough Road (Upper Portion)

Attention was called to the state of the upper portion of this road and it was resolved to recommend the Council to have the same repaired at the expense of the owners and for this purpose put in force the Private Street Act.

High Street (New Frontage Line)

A letter was received from Mr. Newell on behalf of the Trustees of the Succoth Chapel with a plan prepared by their architect, intimating to what extent the trustees would be prepared to co-operate with the Council in this matter. With but slight modifications the suggestions were considered satisfactory and it was agreed that the trustees should be requested to ask their architect to get out an estimate of the cost of the works required by them, including compensation for land given up and loss of seating. The Surveyor was instructed to proceed with the plans and estimates for the whole scheme with a view after their approval by the Council of submitting the same to the County Council.

Messrs. Groome and Sons

A letter was received from Messrs. A. Groome and Sons with reference to the state of the road leading to their factory and asking the Council to take the matter in hand. The Clerk was instructed to reply that, if Messrs. Groome and the other owners desired it, the Council would instruct their Surveyor to prepare an estimate for putting the road in repair, and on payment of the amount would undertake the work, but at present they did not consider the road in question to be of sufficient public utility to justify the Council in declaring it a public highway.

With regard to the repair of Harborough-road, it was stated that the owners had promised to do the work and had failed to do so.

Mr. Swindall thought there were other roads which also needed attention.

Finance &c., Committee

A meeting of the Finance, Cemetery, and Sanitary Committee was held at the Vestry Hall on Wednesday, the 6th November, 1901. Present – Messrs. Geo. Denton (chairman), J. Spencer (vice-chairman), T. Swindall, G. H. Skinner, J. Claridge, and Chas Bates.

Surveyor’s Cash Account

The Committee examined the Surveyor’s cash account with the wages books, the expenditure shown therein being as follows:-

The Clerk submitted a statement showing the several accounts rendered by the Council during the past six months in respect of the following accounts to be as follows:-

The collector’s accounts were submitted, the total receipts for the past three weeks being as follows:-

Treasurer’s Recipts

The Treasurer’s Account was also examined, from which it appeared that the following sums had been paid to him by the under mentioned persons on the following accounts:-

The Treasurer’s accounts were examined and the Committee found that the following balances were in his hands on the under mentioned accounts:-

And that the sum of £310 2s 6d was due to him on Loan Account No. 17.

Tradesmen’s and Other Accounts

A number of accounts were examined and passed for payment.

Sanitary Reports

The Medical Officer reported one case of infections disease in addition to the case of erysipelas mentioned by the Inspector at the last meeting, viz., a case of scarlet fever in High-street.

The Inspector reported both cases mentioned to be convalescent and that all precautions had been taken.

Cemetery

The Cemetery Committee having recommended some additions and alterations at the rear of the Caretaker’s cottage the Surveyor submitted the following estimates he had obtained from local builders for carrying out the work in accordance with specifications which he read to the Committee:-

It was resolved to carry out the work, and that Mr. Packwood’s tender be accepted.

Surveyor’s Salary

Owing to the large amount of additional work falling upon the Surveyor in connection with the erection of the Town Depot and Fire Station, involving overtime, it was resolved to recommend the Council to increase his salary by £25 for the current quarter.

Surveyor’s Office

The Surveyor asked the Committee to provide him with some additional temporary assistance and it was agreed to recommend the Council to authorize the temporary employment of a draughtsman.
