Poor Relief Granted 1821 - 1828

At this time, payment of poor relief was the responsibility of the Poor Law Overseers who levied rates to raise money and paid out relief to those in need. They were answerable to the Select Vestry who directed their activities and who were the leading men of the town. The Overseers were elected annually but the Select Vestry was an autonomous group who filled their own vacancies without reference to the general population. Relief was usually paid in cash but help was also given in other ways. The following extracts do not include the lists of regular weekly recipients of relief but aim to reflect the more varied aspects of the work carried out by the Overseers.

It was unanimously resolved that Daniel Baker’s family should be allowed 6s a week.

It was unanimously resolved that Wm Lawrence should have 3s to enable him to go and find work.

It was unanimously resolved that John Cook’s wife should have 1/6 a week for the support of her child.

That the overseers be directed to get a warrant against John Cooke who is supposed to be at Barnet and has left his child chargeable to this parish.

8 October 1821

It was unanimously resolved that Mary Ellard should be allowed £1 for Wm Lynn’s rent.

Daniel Burgess to have 5s a week whilst ill.

Thos Knight to have 2s a week. George Lichfield 2s a week from 2 Oct.

Thos Sanderson to have 2/d a week.

Jno Harris to have £1 a week to enable him to carry on his trade.

Thos York not to pay any more levies from this time but to pay the arrears.

Overseers are to advertise for masters for the following boys with whom a premium will be given – Gross, Parker, Skinner, Baker

Mary Miller and Elizabeth Bluffield be removed from the workhouse to B. Denton’s with whom he is to have 2s a week for each and find them everything but shoes.

That the constables be desired to proceed against the following persons at the Quarter Sessions for a riot at the expense of the parish: T Wilmott, B. Denton, J. Baker, J. Hewitt, T. Ager, W. Thompson, W. Sargeant, S. York, who are bound to appear.

[The Quarter Sessions  Order Book records that they were indicted for an assault on Wm Chapman and found guilty. All were fined 5s except Thomas Wilmott who was fined 10s]

22 October 1821

It was unanimously resolved that 1s a week should be deducted from Leonard Wilmott’s allowance.

That the overseers be directed to purchase some shoe making tools for Wm Lynn

That 1s a week be deducted from Thos Thompson’s allowance.

That the overseers be empowered and directed to meet with Wm Rice for the purchase of his house.

5 November 1821

It was unanimously resolved that John Colson be allowed 1s a week.

It was ordered unanimously that Benj Pettit have 1s a week. Wd Wilmott and family 7s a week. Chas Denton 8s a week. Saml Clark a coat.

Jas Hewitt to be provided with some glass, lead and glazier’s tools.

17 December 1821

It was ordered unanimously that Peter Saunders have 3s now. Sarah Clark 2s a week while ill.

That the overseers do enquire about Widow Baker’s daughter.

31 December 1821

It was ordered that the allowances to the different paupers be according to the alterations made in the last weeks list.

Mary Brown to be confirmed at 5s a week and have 6d now.

It was ordered that Thos Palmer have 6s a week and his son 2/6

John Welford 8s a week. Sarah Pettit to go and take care of Smart’s wife and to have 3s a week.

It was ordered unanimously that Thos Palmer have 3s on Saturday next but not permanently.

That the overseers do stop 3s a week out of Hangar’s pay to buy shirts for his children.

It was ordered unanimously that Isaac Ball to have 9s a week. John Clark 6/6 a week. Hanger to have 2s a week more stopped out of his pay.

25 February 1822

It was ordered that John Clayton have 4/6, his wife 3s whilst ill.

Wm Lynn to be paid for this day’s work and to have no more work or money from the parish.

11 March 1822

It was ordered that Saml Clayton to have 6d a week more. That Phoebe Scott have 6d a week more.

That the overseers do call at the house of John Clark and consult the surgeon as to his health and if he is found to be still bad, to give him 1s a week more.

That the overseers visit John Clayton’s wife and if she is found to be better, then 3s a week to be taken off.

That the overseers do buy 10s worth of cloth for Hanger’s family and have shirts made for the children

Len Wilmott to have 1s a week and 6d to be deducted this week – paid too much last week.

25 March 1822

Thos Knight to have 2s a week for his son whilst with Smith.

James Cunnington 6d a week. Frances Harper 1s a week. Wm Knight to be provided with a pair of shoes.

The overseers do enter into a written agreement with Thos Smith to teach Thos Knight’s son the trade of a shoemaker.

Memo – it appears John Pack has lately taken an apprentice from Bedford of which no notice has been given to the officials of this parish.

8 April 1822

It was unanimously agreed that £10 be always allowed to the overseers for the purpose of finding a vestry clerk.

It was agreed that each labourer is to have 8s per week and if his family requires more he is to have the rest out of the Book.

It was agreed that the Constables be allowed 5s a day when they take prisoners to Wellingborough and 3s for their assistant and when they go to Northampton with prisoners the Constable to have 5s and the assistant 5s and no extra expenses.

And that the same Select Vestry be appointed for the ensuing year that sat last year. The books were examined and passed, and Mr Edward Chapman and John Blott were appointed overseers.

16 April 1822

The overseers be authorised to direct Messrs Hodson and Burnham to proceed against Wm Thompson for obtaining money from the parish under false pretences.

20 May 1822

It was resolved that Peter Sanders Senr be allowed 4s a week.

Maurice Hensman’s wife to have 2s on Friday but not permanently.

3 June 1822

It was ordered that Wm Lynn be paid 2/4 for this day’s work and tomorrow’s and that he be allowed nothing further whatsoever from the parish he being able to support his family if so disposed.

That Daniel Baker’s family do receive only 3s a week if the woman’s health is restored.

That the parish will not consent to pay Widow Baker’s rent up to this time and it will be for the next meeting to determine whether they will pay it from this time forward.

That this committee do meet again on Friday morning next at 10 of clock.

7 June 1822

It was resolved that Saml Ward be allowed 3s now and 2s tomorrow evening.

That Widow Wilmott be allowed 6s a week and that 1s a week be stopped for rent.

John Lucas be allowed 1/6 a week.

That 1s a week be stopped out of Widow Baker’s allowance for rent if she continues to live where she is at present.

That the allowances to the different paupers be as last week.

17 June 1822

It was resolved that the parish will not be answerable to Wm Denton from this time forward for Thos Smart’s board and lodging.

That the overseers do provide a pair of shoes for James Baker.

That Mrs Brown’s family be allowed 5s a week.

1 July 1822

It was resolved that June Mackness and Mary Hopkins be allowed 6d a week each and that the former shall go out of the workhouse.

15 July 1822

It was resolved that James Cunnington be allowed 2/6 a week whilst his wife is ill for the payment of a nurse.

That Benj Pettit’s wife be allowed 2s a week if her husband does not return.

That Wm Young and Wm Margetts be allowed 2/6 per day for their work and Margett’s sons 1s a day each.

That James Lovell be allowed 5s per week while ill. Sarah Baker be allowed 3d a week more

Wm Knight be provided with a pair of stockings

Joseph Curtis be allowed £4 for apprenticing his son to Wm Marriott.

29 July 1822

It was resolved unanimously that so many of Wm Pack’s family as are ill and belong to this parish should be allowed 2/6 each.

That Dina Denton be not allowed anything during harvest.

Thos Brown be curtailed 1s per week for abusing and insulting Mr Wm Chapman the overseer.

7 October 1822

1s per week be deducted from John Clayton’s allowance for insulting and bearing false witness against Mr Chapman.

Work at shoe making to be found for Wm Thompson.

Lend Wilmott be allowed 3s per week for his son while he continues ill.

Eliz Wilmott to have 1s per week deducted from her pay.

That the overseers and constable take an account on the proper stamps of Hannah Laruns and John Cllayton’s goods for the use of the parish.

That handbills be printed and circulated to the effect that all poor persons who keep dogs or suffer persons lodging in their house to keep them shall have no relief from the parish and that they will not sign the certificate in April exonerating such persons on account of their poverty from the window and assessed taxes.

21 October 1822

4 November 1822

It was resolved that an allowance of 6d per week to Jane Mackness be stopped unless she consents to live with and take care of Sear’s wife.

That Wm Ellard’s family be allowed 6s per week if they confine him to the house but if he is seen from home, Mr Chapman to pay them only 5s.

John Baker be allowed 5s per week.

18 November 1822

Widow Bluffield should have a shift.

Saml Clayton to have 3/6 to purchase a pair of shoes from Baker Denton.

Thos Passelow be allowed 10/6 if he consent to keep his family where they are and not trouble the parish further.

Mr Chapman do endeavour to agree with B. Denton to take Bluffield at 1/6 per week instead of 2s.

Joseph Denton be allowed 7s per week. Thomas Linnitt 6/6 per week.

25 November 1822

The men now lying on the book be allowed after the rate affixed to each.

Thos Passelow be allowed £1 now to get himself instructed in shoemaking and not trouble the parish any more.

Sarah Walker be allowed 1/6 per week. Fanny Baker only allowed 1/6 per week unless she puts her son to work.

9 December 1822

John Clark be allowed only 4d per day for 4 days last week on which he refused to work with Wm Rice.

20 January 1823

The Overseers are to stop 1s per week out of Saml Clayton’s pay if he continues to allow his wife’s sister to live in his house.

John Clayton allowed 4s per week.

The men be allowed 4½d per yard for digging done at Mr Blott’s pits.

A Public Vestry

It was resolved to make a separate rate assessment for the relief of the labouring poor, at the rate of 6d in the £, and shall be collected at the end of 6 weeks from Monday next.

All persons assessed at less than £5 per annum to be exonerated from this rate.

Deductions shall be made from the levies of all occupiers to the whole amount of their assessment after the rate of 1/4d per day for all men and 6d per day for all boys employed by them if the same belong to the parish, during the aforesaid 6 weeks of which regular returns are to be made to the overseers.

3 February 1823

Wm Knight be not allowed any shoes and if dissatisfied with 2/9 per week is to go into the workhouse.

Wm Bluffield to have 1/9 per week. Thos Bayes not allowed anything for rent.

John Ladds be allowed 1/6 per week or 2s if the overseer thinks proper.

9 June 1823

It was unanimously resolved that the overseers should advance one guinea to John Ladds which he engages to return at Michaelmas.

That Mrs Baker be allowed 3s per week.

That Thos Mee be allowed 3s per week.

That the allowance of 3/6 per week to James Robinson’s wife be stopped in consequence of her bad conduct.

That Wm Lynn and Joseph Bailey be each stopped 3s in consequence of their having been at the public house on Saturday night.

That this vestry do assemble again on Monday next, June 16th for the purpose of taking into consideration the best method of compelling Mr Linnitt to discharge the remainder of Mr Keep’s bill for coals.

It was resolved unanimously that Mr Linnitt should be allowed till after the next Constable’s meeting to settle Mr Keep’s bill when he is to bring in his bill and settle with the parish.

Also that Susannah Bluffield be allowed 2s per week.

Also that no payment should be made to Baker or Robertson while they conduct themselves so badly.

It was also resolved that Thomas Packwood be appointed Assistant Overseer of the Poor for this parish for the present year with a salary of £12 which is to include his personal expenses whenever he attends at Wellingborough and Higham, and that he is to collect all the poor levies, to pay the poor and to keep the accounts.

It was resolved that the following persons, viz

It was further resolved that Widow Perin be not allowed anything from the parish while she continues a person not belonging to the parish as a lodger.

Isaac Balls rent to be paid by the parish from this time.

That Thos Packwood be appointed assistant overseer of the poor of this parish for the present year with a salary of £14 which is to include his own expenses whenever he attends at Wellingborough and Higham and that he is to collect all the poor rates, to pay the poor and to keep the accounts.

That John Packwood have the workhouse until next Lady Day at 3/6 per head per week.

It was resolved that Mr Thos Fosket be nominated a member of the select vestry instead of Mr Thos Battams who has left the village and also Mr Rice Robinson instead of Mr J Overal who has neglected to attend.

Resolved that Joseph Baker be apprenticed to Wm Wall of St. Peter’s parish, Northampton for 7 years or till he is 18 years of age, the terms £11 - £6 when bound and £5 when he has served half his time.

That Charles Clark be apprenticed to Charles Smith of St Giles parish, Northampton for 8 years, the term £12, £6 to be paid when the lad is bound and £6 when he has served half his time.

Henry Hanger to have a house for 1s per week on condition of putting his son Charles to school.

Public vestry held 3 January 1828 to take into consideration the means of paying the bills contracted for the repair of the church.

Resolved that the money for the present to be borrowed upon in trust and that a note of 4d in the £ be raised yearly to pay the necessary repairs of the Church.
